[STDS-802-16] Frequency TLV in DCD message

Can someone clarify the following issue:
 
DCD channel encoding TLVs include Frequency parameter (Table 356 type 12). In addition the Burst Profile TLV include its own Frequency parameter (Table 357 type 1). What is the purpose of the second Frequency parameter? Does DIUC defines frequency in addition to modulation and FEC? Can a DIUC in DL-MAP (or DLFP) direct the SS to a different DL channel than the one it is synchronized to?
