[STDS-802-16] upload server back on-line after outage
Folks,
After being down for a couple of days, the 802.16 upload server
<http://upload.wirelessman.org> is back on-line. This includes the
following direct URLs:

During the outage, I upgraded the DSL service at my home, which is
where the server resides when it's not at a meeting. I think that, as
a result, the performance and reliability will be better.
