[STDS-802-16] temporary file storage location
As I have said, we are not accepting multiple rounds of revisions of
TGe contributions.
If you are developing a revised version and need to review drafts
with the other 802.16 participants, you can upload it here on a
temporary basis:

The TGe Ad Hocs (Handoff and Security) already have temporary upload
areas. This is for other stuff.
I'll clean out the directories every once in a while. I'll try to not
delete files less than two weeks old.
