In my previous note, I disagreed with some details of Mike and
David's specific proposal for a Study Group. However, I neglected to
say that I support the basic intent of the proposal, which is that
the the LE ad committee should discuss recommending the creation of a
Study Group (or some alternate approach) to address the problems that
have been defined. I think that a lot of the material in
C802.16-04/15 is very helpful in that regard.

I suggest that the LE ad hoc should try to meet with 802.19 to
discuss this, both before and after its Tuesday night meeting.

I think that the LE ad hoc committee should plan to conclude its work
and submit a final recommendation at the 802.16 Closing Plenary of 15
July. If the recommendation is to form a Study Group, then we'll need
a few slides on the topic that I can show the EC in asking them to
approve the formation of such a group.
