It seems a little strange to me that this 802.18SG1 PAR has suddenly emerged
under the radar screen of several WG's.  It seems very strange to me that
the interested parties are so reluctant to present a tutorial on the subject
as suggested by all the groups that have presented comments.
I have a lot of questions resulting from their reply
 1. How can one access the studies that show that any other  802 standard
can not fit into the unique environment?
2. 802.16 has very flexible PHY modes, which were also designed for the long
range environment described in their reply. Have they checked these modes as
well?
3. Who are the representatives of  the TV broadcasting industries?  Are they
the operators foreseen for the system defined by the proposed standard? Are
they the intended "victims"?
4. I am sure the 802.18 TAG will proficiently respond to the NPRM even if
the PAR is not authorized. Why should the delay in approving the PAR have
any effect what so ever on the opportunity to gain access to  that spectrum?
Remember that standard development is a process that takes a year or two.
5. I am afraid the "keyed and tuned solution to specific incumbent services'
unique spectral characteristics" will fail because of this very reason.
Once the environemnt  beocmes more "unlicensed' than 'licensed" with the
introduction of other services and systems into the band, the solution
suggested by the SG will no longer hold.
6. It seems to me that anti-competitive practices are executed by the
mysterious "intersted parties"  mentioned in the document and not by those
objecting to see a PAR with no proven distinct identity. I am sure that a
SIG would be a better rubber stamp than 802, if that's what they seek.
