[STDS-802-16] OFDMA DL Preamble in 16e

Hi all,
in standard 802.16e-D5a, Table 307b, page 291
"Preamable modulation series per segment and CellID for the 1K FFT mode"
the preambles are defined.
Values are given like:
-Number (0...113)
-CellID
-Segment
-Series to modulate (in Hexadecimal format)


I found that for Number = 0 and Number = 96 the same CellID and Segment
numbers are given,
but different modulation has to be used.

Can somebody please comment how the "Number" is defined ?
Why is the range for Number 0-113?
