[STDS-802-16] warning: many TGe contributions NOT ACCEPTED

Folks,

For reasons that I do not understand, most of the contributions in
the TGe upload area:
        <http://tge.wirelessman.org>

have not included the contributors' names in the description field.
The rules require that this included as the second line.

I have added a note in each of these cases, specifying that the
contribution is not accepted.

Also, many of the reservations include no name. These reservations
are invalid, as noted.

If you are responsible for these faulty uploads, you may upload a correction.

I strongly suggest that future uploads follow the required procedure.
