[STDS-802-16] clarification on HARQ allocation by HARQ map

Hi,

DL/UL allocation made by the HARQ map (using compact DL IE) indicate only
the number of allocated subchannels and the HARQ map doesnt specify the
symbol offset, subchannel offset etc. The question is how can one identify
HARQ bursts ? Are they allocated using the normal DL-MAP, if so then what
about the case when DL allocations are made without CID.

Some messages were posted asking this on the group before, but I am not sure
if any resolution was reached on this.
