There seems to be an inconsistency in section 6.3.17 of 802.16e/D12 --- In the 1st paragraph, it says SS shall support per-terminal implementation and MS shall support per-connection implementation. In the 3rd paragraph before the end, it simply says "HARQ is enabled on a CID basis" without distinguishing them.
Which is the correct requirement for SS?
