In 6.3.17.1 of 802.16e/D12, last paragraph, it says ACK is sent by BS after a fixed delay.
In 6.3.17.2 of Cor1/D5, it says the ACK/NAK messages for uplink HARQ may be omitted.
Can they both be correct?
(BTW, what is "is" in the IEEE spec? Does "is sent" = "shall be sent"?)
