Hi subodhkumar,

As long as the active QoS parameter set is defined in DSA-REQ or DSC-REQ, the service flow is an active service flow and can send or receive data no matter it is provisioned service flow or not. Thus, there is no need to change a service flow to admitted first then active latter.

after network entry process.when we have to transfer data,then we have to establish the service flow.service flow establishment can be done in two way.
1> statically
2> dynamically.
I m tellling about static connection:-
in static way,the base station configure and registerd one service flow with the help of network management system.and assigend one 32 bit SFID.this service flow is called provisioned service flow.
the BS assigned all the QOS parameter with this service flow ,which require for all type of service(UGS,rtps,nrtps,BE)and send this to SS, with the help of DSA-REQ msg.after that subscriber send him to DSA-RSP,and BS send DSA-ACK.at this stage the BS station is not going to create any transport CID.and in this DSA-REQ ,the BS station is using only downlink parameter ,which is associated with DSA-REQ(given in 802.16 std).b'cose service flow is unidirectional.after that  either BS station OR SS's station can change this connection by using DSC-REQ msg,when they need to transfer the data.and the BS station will create one transport CID for that service flow.
my question is, can we directly change this provisioned service flow to active service flow ,with the help of DSC-REQ  msg. OR  first i have to convert it into admitted service flow then active service flow.
