[STDS-802-16] Trigger Condition for MOB_SCAN-RSP

Hi All,

Could anyone provide details or answer the following questions.

Ref. "IEEE Std 802.16e-2005 Section 6.3.22.1.2 MS scanning of neighbor BSs"

1. What is the trigger condition for BS to send unsolicited MOB_SCAN-RSP or 
in which condtion this unsolicited message is sent from BS to MS.

2. When the Trigger Action in the DCD message in encoded as 0x3 for 
scanning ?
