[STDS-802-16] Question about mesh distribute election algorithm

The mesh mode in 802.16 uses a pseudo-random algorithm to select the
transmission time for each node. Although the detailed algorithm is
provided in the standard, I do not know the effect of the outcome of the
algorithm. Is it a pseudo-random uniform distribution? Can anyone help
point some source of the algorithm? Any help is appreciated. Thanks!
