[STDS-802-16] UPLINK SUBCHANNEL BITMAP (PUSC)

hi all,
        i have one small question regarding UPLINK SUBCHANNEL BITMAP. Assume in the uplink PUSC, we have 17 subchannels in which 1 subchannel is stripped off (say 7th subchannel). when doing SUBCHANNEL RENUMBERING
 
when using the mod([(slot_index*13)+subchanne_index],NSch) formula..
 
questions
 
1. should we consider the subchannel stripped off also for renumbering ?? (in that case NSch = 17 )
 
2. or should we consider the 8.4.6.2.6 Data subchannel rotation scheme for the uplink subchannel bitmap. (but the thing is that nowhere in the standard he mentions that we should consider the 8.4.6.2.6 section for UPLINK SUBCHANNEL BITMAP.
 
UPLINK SUBCHANNELS BITMAP is described in Table 608 Type 157 (page1176 of the new standard document).
