[STDS-802-16] Revised 802.21.1 PAR on Emergency Services

As noted below, the 802.21 WG has responded to comments on its  
proposed 802.21.1 PAR on Emergency Services.

Some of those comments came from the 802.16 Working Group yesterday.  
They are contained in the following document:
