[STDS-802-16] AES ECB mode

Hello:

I understand that 802.16e std says that AES CCM mode is mandatory for encryption

What is the use of AES ECB? Is that also mandatory? I understand it is used for TEK encryption...does it mean AES ECB is not used for data pkt encryption as such.
