Just to continue my past diatribes on this subject (and get
people thinking, I hope): The document is a non-answer and totally
non-definitive. While it sort of answers the FCC questions it does not
propose a definition, instead it just has a lot of words recommending an
undefined subjective “user perception” approach to a definition.

Dear EC,
On 21 August 802.18 announced a conference call to be held on 26 August. The
agenda for that call addressed the FCC's request for help in defining the
term broadband. It was necessary to hold a second call on 27 August and on
that call a response to the FCC was approved by a vote of 8/2/0.
The FCC due date for the comments is 31 August.
This document is being sent to you for the five day review process.
Acting on the instructions of the EC chair I propose that the EC comment
period begins now and closes on 31 August.
