[STDS-802-16] updated P802.16n PAR for "Higher Reliability Networks"

Tonight, the 802.16 Working Group agreed to forward this PAR from the GRIDMAN Study Group. However, the WG made one edit, moving a single sentence from the Scope section to the "Additional Explanatory Notes".

Thanks to those who commented on the P802.16 Amendment PAR for "Higher Reliability Networks".

The 802.16 WG's GRIDMAN Study Group has developed responses to those comments:

The 802.16 Working Group is submitting a draft PAR and Five Criteria for consideration at the March Plenary.

The document, for an amendment on "Higher Reliability Networks", is available here:

It was agreed by the Working Group at its Session #65 in January.
