[STDS-802-16] authorization of new Project P802.16q (Multi-tier Networks)

I have been unofficially notified that the IEEE-SA Standards Board today approved the authorization of Project P802.16q (Multi-tier Networks) to amend IEEE Std 802.16-2012.

I will forward the official PAR to the reflector when I receive it in the next few days.

Eventually, we'll assign the development of this project to a Task Group. For Session #81, the work will be handled by the HetNet Study Group, which previously issued a Call for Contributions on the topic:
