[STDS-802-16] authorization of new Project P802.16.3 (Network Performance Measurements)

I have been unofficially notified that the IEEE-SA Standards Board today approved the authorization of Project P802.16.3 to develop a new independent standard on "Mobile Broadband Network Performance Measurements."

I will forward the official PAR to the reflector when I receive it in the next few days.

Eventually, we'll assign the development of this project to a Task Group. For Session #81, the work will be handled by the Metrology Study Group, which previously developed a Call for Contributions on the topic, pending today's news. That Call for Contributions has now been issued:
