[RPRWG] Gandalf topology frames

My reading of the Gandalf proposal leads me to wonder how this proposal
handles topology messages for 255 nodes.  Gandalf topology messages are (16
topology header bytes) + (6 bytes for each station) + (26 RPR header bytes)
= 1572 bytes, for stations = 255.  Is Gandalf relying on the assumption that
RPR stations will be able to accept jumbo frames (as stated in section 3.1)?
Since the WG has not agreed to jumbo frames, what implication does this have
for the topology algorithm?
