[RPRWG] eMP in transit traffic ?

Hi,

Forward_rate counter was supposed to count only
low priority transit traffic. But, in the latest
draft IEEE Draft 802.17/D0.1, I see that it is 
counting both LP + eMP transit traffic.

  As per section 8.2.4, a packet is treated
as high or low priority once it is on the ring
as there are only two queues in transit 
buffer(HPTB and LPTB).
