Devendra, in order to have email voting we would need to establish rules for
it. Those rules would reflect the same quorum requirements that we need to
meet for non-802 plenary meetings. If the quorum requirement stays at 50%
that will be a hard number to meet.
Based on my 20 years of 802 standards involvement I strongly support a move
to reduce the quorum requirement to 1/3. I would go 1 step further to
address the problem that people stay on our voter lists long after they
cease to become active. I would require attendance at 2 of the last 4
802.17 working group plenary meetings rather than 802 plenary meetings,
where a working group plenary meeting is any meeting called that is in
conjunction with 802, or that meets our quorum requirements. In that way,
drop-outs from the process will "age-out" 6 months after they stop attending
rather than 14 months after they stop. Note that the chair can always make
exceptions if someone is sick or unable to be at the meetings but is still
contributing.
