The terminology used is Class A, B and C, rather than 
High, Medium, and Low Priority.  For Class C, the
MAC is responsible for setting the FE bit.

For medium priority packets RPR MAC set the FE bit if it
is in excess rate.
Who set the FE bit for low priority packets, Client or
RPR MAC ?
