there's an alternative route of paying a per-ballot fee - see:

To quote:

"Anyone may ballot IEEE Standards. However, if you are not a member of the 
IEEE Standards Association (IEEE-SA), you may participate only with the 
payment of a per-ballot fee. Members of the IEEE Standards Association may 
participate in as many ballots as they wish."

However, it is not clear to me how you go about paying the per-ballot fee 
(seems to be left as an exercise for the reader).
