Tony, I realize there is an alternate path.  However, Angela indicated that
the fee was about the same as joining the IEEE and the IEEE-SA.  And that
fee only entitles you to join a single ballot pool.  Unless you have a
philosophical reason for not wanting to, joining the IEEE is the easiest
route.
