Row 6.20 -10  if stage queue is selected and passD==0 only the classA0 add
traffic can be sent out.

But the stage queue is a FIFO queue.  If a non-subclassA0 frame is at the
head of the stage queue actually classA0 frame can not go out.

Is it necessary to check passD here again since passD had impact sendA,
sendB& sendC when adding frame to stage queue ?
