RE: [RPRWG] How to use allowedRateCongestion
There were some simplifications going from D2.0 to D2.1.
On pg 193 of P802.17/D2.1:
addRateCongestedOK = addRateOK && (addRateCongested < allowedRateCongested);
Also see 9.2.3.4.2, Computing the allowedRateCongested.
As described in Table 6.4, addRateCongestedOK affects the
value of the sendC signal to the client.
