[RPRWG] Fairness Algorithm

Hello folks,
I have a few questions on the fairness algo for RPR:

1) One of the objective of the fairness algo is responsible to monitor any ringlet capacity that is not explicitly allocated to be treated as available capacity..
May I know how exactly the fairness algo perform this function ?

2) May I know why the traffic rate parameters like addRate, addRateCongested and etc, needs to be smoothed ?
