[RPRWG] Oam Echo Message Destination Address Check

All,

I assume that when Oam implementation gets a Oam Echo Request from the
Operator, it should check in the Topology database whether that
destination MAC address is available. It would form an echo message only
if there is a entry in the topology table. Is it correct?
