The Echo frame is a maintenance tool, we left it as flexible as possible to
enable the user to detect problems in the RPR layer.

Based on that assumption the MAC accepts the destination MAC provided by the
user through the MA_CONTROL.request and forms the Echo request without
validating the destination MAC address with the topology data base.

I assume that when Oam implementation gets a Oam Echo Request from the
Operator, it should check in the Topology database whether that
destination MAC address is available. It would form an echo message only
if there is a entry in the topology table. Is it correct?
