Hi Alan,
This sounds like a simple misunderstanding:
The frame error rate requirement is "before ARQ" (so it does not involve
ARQ). As a result, the FER is strictly a physical layer parameter, and a
function of the channel conditions, frame size, and error-correcting code,
etc.
This is not directly related to MAC or QoS.

I would like to remove all ARQ to the MAC layer. Most data comm systems
do ARQ in combinations with the QOS. Are you also suggesting we place
QOS in the PHY?
