Hi All,

An adhoc group met at the Singapore meeting to address revision of 4.1.10 Frame Error Rate:  The following is the consensus reached of this group consisting of Anna Tee, Todd Chauvin, John Humburt, Jerry Upton, Joanne Wilson, Al Wieczorek, Mark Klerer, Qiang Guo, Massaaki Yuza, Gang Wu, Joseph Cleveland, Jim Mollenauer.  We propose that the current text be replaced by the following:

"The air interface shall support two modes of operation, one for delay sensitive applications and one for error sensitive applications. 

Note to Evaluation Criteria Group: The evaluation criteria shall require demonstration of the frame error rate for error sensitive modes. The evaluation criteria shall require demonstration of the latency for delay sensitive modes."

Rationale:

• States a well-defined "test" point
• Avoids interpreting "after ARQ" or "before ARQ"
• Avoids interpreting TCP/UDP functionality
• Recognizes that high packet error rate will destroy TCP
• Assumes that spectral efficiency ("goodput") is covered elsewhere
• Assumes that link adaptation is required for error sensitive case
• Assumes application-specific performance (e.g. FER vs Delay) covered by evaluation criteria
