[8023-10GEPON] Simplex PMD slides

Dear Colleagues,

Following TF's request, I have prepared a set of slides on Simplex PMD
proposal to be presented to 802.3 working group during Monday opening
session.

Please, review and let me know if I accurately captured the spirit of
the simplex PMD idea. If something in the slides can be improved, I
would appreciate your feedback at your earliest convenience.
