Origin of delay constraints in Clause 44 (PMA-PMD)

Hello:

Last meeting's discussion on the Serial PMD conference call yielded a set of
general questions regarding delay constraints in Clause 44:

1) Why is there no restriction on the maximum cable delay? (p166-167,
Section 44.3)

2) Why does the delay specified for the PMA-PMD include 2 m of fibre? (p167,
Table 44-2)

3) Why is the specified PMA-PMD delay only 512 bit times, whereas, for
example, a 14336 bit time delay is allowed for the WIS? (p167, Table 44-2)
