The new comment database is on the web. This time clause 52 has attracted
259 comments, of which more than half are technical, including upgraded
comments and ones relating to the PICS and consistency with "shall" language
in the text. The next recirculation should start on 20 October, just three
days after the next face-to-face meeting. This leaves the editor with very
little opportunity to change the draft following the meeting; we need to
prepare proposed changes before it. Rhett Brikovskis has already resolved
the editorial comments which were not upgraded.
We will need to consider issues and build consensus towards decisions before
the face-to face meeting. Discussion of how to divide up the workload and
how much can be done over the reflector - David to ask the management.
Would like list of what the controversial issues are, from comment database.
Also, some decisions rely on each other but it may be impractical to make
them all in order (by 16 October, end of face to face meeting).
Link model and strategy of stressed receive sensitivity

Action Piers: revise link model so that stressed receive sensitivity value
takes possible transmitter baseline wander into account, per discussions
with Tom. (For anyone not following this subject, the difference in dB will
be very minor, but it's good housekeeping.)
Action Piers with Tom: use Tom's text to describe how stressed receive
sensitivity can be derived, either from starting from Tx power or starting
from unstressed (nominal) receive sensitivity, and with the same margin for
each sensitivity.
