[802.3ae_Serial] Stressed eye experimental

Here are the experimental results which Bob Zona showed for Steve Buchheit
at the Austin meeting.  

"The eye diagrams are using the scope 3/4 rate filter.

The stress setup does not contain the filter recommended in series with the
coax cable because it was found to cause excessive eye closure."

These results show that the stressed eye technique as currently understood
is unworkable.

What do others' stressed eyes look like?  We hope to address these issues on
next week's serial PMD call.
