[802.3_SPMD] Responses to D2.0 comment proposed resolutions

I have a lot of comments/suggestions on proposed resolutions.

 

I’ve reviewed all the comments/resolutions, added my responses, and extracted the ones where I don’t fully agree with the proposed resolution. I’ve attached an excel file of these comments, and a document that proposes a different remedy for #242.
