[EFM] The value of revision field when changing OAM mode

Hi,

I have a question on the value of revision field in the local information TLV
when the DTE is changing mode from active to passive. The issue is when a DTE first
come up with local_oam_mode=ACTIVE and then later is configured to local_oam_mode=PASSIVE.
At that time should the revision field resets back to zero or can it be incremented?
