The provisional that was posted was just an editor's incremental version used to support any walk through on today's work item and socialization call. Once the call ended it had served its purpose. Given it was incremental and not complete, I felt it better to remove it then to create any confusion going forward into the next comment recirculation ballot round. The final candidate draft should be posted tomorrow (Thursday, hopefully) or Friday AM pacific at the latest and I will announce its availability on this email reflector and the files will be available from the private section.
One lesson learned from doing this is that we had the editors + 1 on the call today; i.e. 3 people. I will likely not try to do this in the future to avoid any potential confusion.
