The text below can be interpreted in different ways by different
readers.
PD makers are likely to interpret this as "A PD that is powered by every
PSE must report its maximum power in layer 1". IT managers, who do not
know the details of the implementation of the PD's, and want to purchase
PSE's would probably read this as "Only Endspans are able to support
every type of PD, therefore I shall not buy a Midspan".
I don't believe this is the goal of a standard. A fair statement, which
enables Midspans and Endspans to power all IEEE802.3at-complaint PD's,
would be:
"After a Type 2 PD has requested a power level on layer 1, this PD shall
request the same or less power on layer 2. This will avoid an
inter-operability problem when this PD is powered by a Type 2, Layer
1-only PSE."
Actually the current 802.3af says that L1 values are max power therefore
no need to change anything.

All,
There continues to be concern on how to address the
configuration of using an 802.3af PD front end for
layer 1 classification (for which a maximum of 13W can
be allocated) and then request >13W on layer 2.
During the 11/1/06 Classification Ad Hoc meeting, the
appended statement was crafted by the group in order
to propose one possible method to address this issue.
We are interested in your comments on the following
statement.
