Thanks, Roger – getting the approved process from staff was the action I needed to take to get this ready for ballot. I have contacted staff on the issue and am waiting for their response as to what notification we can expect prior to the auto-renewal.

But in reading the proposal from the November rules meeting, I think we may need to change the text a little bit (see below), because the way it was written, the LMSC’s ops manual is putting a requirement onto ICCom. That isn’t what I believe we meant, it’s just language – easily cleaned up, and the repair seems to remove dependency on staff process – as long as the ICAID contact can be on top of things…

To ALL:

I am hereby notifying that I expect to be offering a motion to amend the LMSC Operations Manual at 10.2 to deal with ICAID unchanged renewals and autorenewals as detailed on slide 14 of ec-24-0261-01-00EC.

I propose to further amend offered text (to be discussed at the rules meeting) to replace, “The LMSC shall be notified when an ICAID is proposed for renewal” with “The ICAID contact shall notify the LMSC when an ICAID is proposed for renewal.” in the text.

(Send me feedback privately, and I will put the text into the deck I’m preparing for the March Rules meeting).

Thanks for this notification.

While not a new proposal, I’d like to endorse action on the ICAID auto-renewal issue as discussed in Slide 14 of the prior Rules Meeting

Action is timely, since the Nendica ICAID is slated for auto-renewal in Sept 2025. Without auto-renewal, the topic would be on the LMSC agenda in July.

Slide 14 notes an action item to determine what notification ICCOM provides. From my experience, staff has typically begun notifying the contacts of the upcoming expiration about a year in advance. In the case of Nendica, the contacts are Glenn and me.

It is 30 days for the LMSC Ops Manuarl, P&Ps, and the Working Group P&Ps:

According to the ops manual, clause 17:

Revisions to the IEEE 802 LMSC OM shall be submitted by a IEEE 802 LMSC member to the IEEE 802 LMSC no less than 30 day in advance of a motion (or conclusion of an electronic ballot) to approve them. Amendments in response to comments on the proposed revision are permitted.

Note that the LMSC and Working Group P&P’s say the same (at clauses 10 & 13, respectively).

Updates to the Chair’s guidelines are less formal and do not have a time deadline, but one might say that the “path to success” involves similar advance notice of a proposed change.

30 days in advance of the Rules meeting would be this Saturday, February 8, and that notice would be appreciated. However, the hard date is 30 days in advance of the closing plenary (which is when any motions might be heard) is 12 February 2025.

Please let me know if you have anything for the Rules meeting agenda (I already have Jon’s item revising sanctions for non-payment, as well as those items continued over from November) as soon as possible, even if not for a vote. Notification sometime next week would be appreciated (preferably by February 12, although the same hard deadline doesn’t apply), so that I can publish an agenda in advance.
