[802-LMSC] IEEE P802.3dq draft PAR and CSD response - Pin-Optimized PHY Interfaces

In support of subclause 9.2 'IEEE 802 LMSC Approval' of the LMSC Operations Manual, please find below the required information with respect to the IEEE P802.3dq Pin-Optimized PHY Interfaces amendment PAR for consideration at the July 2025 plenary.

[2] Explanatory technical background material:

The growing body of IEEE 802.3 electrical physical layer devices operating at speeds below 1 Gb/s has intensified the demand for a modern, optimized interface between MACs and PHYs. 10BASE-T1L, 10BASE-T1S, proposed 100BASE-T1L, proposed 10BASE-T1M, and potentially other PHYs would see benefit in both single and multi-port implementations. Such an effort may afford reduced pin count and implementation complexity while enabling data for multiple ports on a single interface and support for features such as Physical Layer Collision Avoidance (PLCA) and integrated Station Management. Most importantly, it could provide a modern alternative interface for PHYs that would otherwise use various industry specifications not currently in IEEE Std 802.3.

[3] Status of the development of the PAR:

The draft PAR and CSD responses are pending IEEE 802.3 Working Group approval at the July 2025 plenary.

Since the submission deadline for the September 2025 NesCom meeting occurs the day before the IEEE 802 LMSC July 2025 plenary closing meeting, I will pre-submit this draft PAR to NesCom on the understanding that:

[a] Any changes to the draft PAR text resulting from the Plenary will be promptly communicated to the NesCom Administrator.
[b] Should the IEEE 802.3 Working Group not approve the submission, it will be removed from the IEEE 802 LMSC and NesCom agenda.
[c] Should the IEEE 802 LMSC not approve the submission, it will be removed from the NesCom agenda.
