[802SEC] Opening/Closing SEC Rules Change--FINAL TEXT

Dear SEC,

Attached you will find the final text of the Rules Change for establishing
the times of Opening/Closing SEC meetings.  The document has the text
modifed with change bars  per Bill Q's editorial comments (first text box).
The second text box is the text that went out to ballot.  The remainder of
the document contains the ballot responses of the SEC members.

Remember, the letter ballot passed.  The final gate in the process is to
vote (requires 2/3 affirmative for approval) on the attached text at our
closing SEC meeting this week.
