Perhaps a better approach would be to delay the start time for the afternoon break rather than shortening it. Those groups concerned about their members rushing out could schedule their meeting to break near the start of the break time. I haven't had any problem with my members rushing out and disrupting my meetings - maybe I'm more of a task master than some? :^)
Perhaps 802.1 meetings tend to break for a later lunch than the groups that start at 8 AM. It isn't unusual for us to take lunch starting at noon or 12:30 and resume at 1:30 or 2 PM so afternoon break at 2 or 2:30 PM comes too close to the lunch break and even 3:30 is sometimes early. 3:30 is midway for a group that is going to run even from 1 PM to 6 PM.
If we are going to limit break goodies to 1 hour, I agree with Tony's suggestion that the afternoon break should be from 3 to 4 or even 3:30 to 4:30.

I have seen little problem with the am break. Many would wish coffee service to be available at any time. For the afternoon, my observation is that it is the rush to get the cookies/ice cream that is the problem. Deleting those treats would solve that problem but likely raise others ;-). INHO, it is the start time, not the duration that is the problem.

Paul has authorized me to issue the following motion for your consideration.
Whereas: It has been observed by one of our WG Chairs that our current
2-hour coffee break windows (9-11am) and (2-4pm) can be disruptive to the
meetings in progress since they allow attendees to leave the meeting in
progress to get coffee or snacks, which can then inspire other attendees to
do the same. So it has been proposed that the interval for coffee breaks be
shortened to reduce this problem.
And Whereas: It has also been observed that the current 2-hour window
permits more flexibility in when breaks are taken to accommodate the
completion of topics under discussion without interruption.
Therefore: After due consideration it has been proposed that we ask the EC
to vote on whether we should shorten the coffee break interval to 1-hour
instead of the current 2-hours, i.e. (10-11am) and (2:30-3:30pm).
Motion:
To approve reduction of the IEEE-802 Plenary Session coffee breaks from
2-hours to 1-hour, i.e. (10-11am) and (2:30-3:30pm).

Seconded: John Hawkins
Start of ballot: Tuesday, 2 March 2010; Close of ballot: Saturday, 6th
March, 2010 or as soon as possible.
Early close: As required in subclause 3.1.2.2 'Electronic Balloting of the
IEEE project 802 LAN/MAN Standards Committee (LMSC) Operations Manual, this
is notice that this ballot may close early once sufficient responses are
received to clearly decide a matter.
