I vote Disapprove.
Is the current break schedule established by EC motion? If not, then I don't think an EC motion is the appropriate way to change the schedule. I think that the discussion so far indicates that this is an inefficient procedural approach to address the issue. Therefore, I except to vote Disapprove regardless of the details.
I think it would be much more effective for you to get a sense of the WG break times and plan the service accordingly. A straw poll would be fine.
I agree with Tony, etc that the break should not start before 3. I think that a one-hour snack break is fine, but I'd like to see the coffee available for two hours, since that's the fuel we run on.
