Thanks. I think I understand this much better now.
As I understand, the endorsement letter is tied to confirmation. It seems that most of the comments are in agreement with that (except Geoff, who doesn't think it should apply to non-voting members, such as himself), but that some of us would like to add the Chair to the list. I don't think anyone wants to change the current practice of requiring endorsement for Vice Chairs, though there are some suggestions to modify the text of the letter to make it more generic regarding voting.
The new thing I've come to understand is that there is a separate issue in that the requirement for WG Vice Chairs to be confirmed is not in the P&P. I agree with you that it should be specified there. As long as that confirmation requirement is clear, then the endorsement requirement follows from the existing text in 4.1.
Is this about right?
By the way, my suggestion about adding a procedure on elections and confirmation to the OM is because it's an operational issue that follows from the policy, not a policy itself. And, by handling it in the OM, there is no rush to AudCom.
