We have 6 comments left, I copied these to the front.
As a reminder, the proposed resolution for CID 146 is to replace all of
8.6 (including 8.6.1 and 8.6.2) with three paragraphs discussing bit
ordering. It is a substantial change, so I would appreciate it if
multiple people would review the text to make sure it is OK.
