[802SEC] Proposed changes to 802-LMSC-Operations-Manual

Hi George,

IEEE 802 LMSC Operations Manual

There are 8 instances of "sponsor" in the OM.

4 of which should be changed to either "SA" or "Standards Association" - 12 (4x)

2 should be changed to "LMSC" - 4.1.4 and 7.2.2 a)

This will cause one in the table of Contents to be updated.

1 to keep as "sponsor" in 1.3 (page 1).

Please add to your rules change requests.
