stds-802-16: updated 802.16 Member, Observer, and Attendance lists
I have updated a number of 802.16 participant lists:
Session #13 attendance and participation credit

Members: We have 137 Members <http://ieee802.org/16/members.html>.
This list has not changed since March.
Potential Members: We have 94 Potential Members
<http://ieee802.org/16/members_pot.html>; they are eligible to become
members if present at at Session #14 in July.
Observers: We have 65 Observers <http://ieee802.org/16/observers.html>.
Potential Observers: We have 193 Potential Observers
<http://ieee802.org/16/observers_pot.html>. They are eligible to
become Observers by submitting the IEEE 802.16 Member and Observer
Form <http://ieee802.org/16/form.html>.
